I have a database that we would like for only one person to edit a document at the time. I have the form set to “open in edit mode” and it’s still allowing other editors to edit this document. How can I fix this problem?

Maybe too obvious, but did you enable document locking in the database properties (1st tab down below…) ?

if your database is only deployed on one server, your best bet is to use the document locking feature of Lotus Notes.
If your database has multiple replica copies in several servers… you can still use the document locking feature but it will be less reliable.
