Document is already locked by User1

I’m getting the error “Document is already locked by User1/blah/blah.”

The documents are NOT being edited by by User1. Allow Document Locking is not enabled. This is a workflow application and this is causing serious problems since none of the documents are able to be approved. This database was written in r5, but has been running on 6.0.2 for weeks without this issue.

Any ideas?
