Doclink doesn't work on internal email

Have a workflow application where an agent sends a notification of a new item which contains a doclink. Email goes to more to one person. All email is internal to the same server and does not use smtp. all users can open email and see doclink except one that has the text saying there is a link to a document similar to what you see when receiving smtp mail.

I can’t find out why this is happening.

check the troubled user’s person doc’s MessageStorage field and see if it’s the same as the other users who do not have a problem. If it’s not the same then change it to match.
