Deploy a custom welcome page

I am trying to deploy a custom welcome page using policies. After several ours of try/error process, I have found that if the client has the workspace as default home page, bookmark.nsf database is updated but the welcome page is not shown.The problem starts now: all of our users has the workspace as default home page when opening Notes.

Is there any way (policy or any other) to set welcome page as default home page for all users?

I do not believe any policy is going to stop your users from seeing their workspace. The only way you are going to get around it is to have custom code to remove any of the setting an user changed on their notes workspace. A lot of work (in my opinion) for the end goal.
