When compose a new memo, a small icon for the delivery option can be turn on & off. But in draft memo, the icon for delivery option does not work. (Action bar, Delivery Option, can work).Any idea ?

I think I know what you mean…that triple-arrow button all the way to the right in the address section of the email. Works in a new memo, and displays an additional line above the “To” field with checkboxes for delivery options.
For some reason, that little button does nothing in a draft email.
So - if this is what you mean - I can confirm the problem exists. You should probably report it to IBM for a bug fix in a future release.
