User 1 needs to send email on on behalf of User 2. Normally, I would just use the mail delegation to have User 1 open User 2’s mailbox. However, I do not want User 1 to be able to see User 2’s inbox. Is there a way to delegate only create and send? Perhaps this can manually be done in an ini file?

try giving the user Depositor access. This should give them Create access and nothing else.
