A user has encrypted a mail database. The error message recieved is “Cannot access portions of this document because it is encrypted and was not intened for you are you do not have the encryption key”.
How do I turn this option off or get a decryption key so others can perform their usual tasks?

If you don’t have the encryption key, you can’t access the data. If you want people who don’t have the encryption key to be able to access the database, then you’ll need to get the person who encrypted the database to decrypt it, and then re-encrypt it for all of the relevant people.

How do I decrypt it? I have access to the database. I’ve looked in database properties at the encryption settings and it is set to “Do not locally encrypt this database.”

The error message that you described actually sounds more like document-level encryption than database-level encryption. You should be able to select and right-click on the document from the view level, select “Document Properties”, then click on the tab with the icon of a key. That pane should list any document (secret) encryption keys and public encryption keys that are being used for that document. De-selecting the keys in that view should decrypt the document. However, you will need to have at least one of those keys in order to decrypt the document.
I’d recommend reading through the documentation – I believe that these processes are described reasonably thoroughly.
