It comes from the Server, I think…
I just changed the time on my PC, sent a message and it came through stamped with the correct time.
Having said that, I didn’t restart my Notes client/machine.
Easiest way to confirm is to change the time on your machine, restart, send a mail, change it back, restart and see if the time is correct. I suspect it will be, as I suspect that it takes the time from the server.

I confirm after a number of testing that the date and time stamped on the email is obtained from the client PC, not the server.
