Why wouldn’t my existing database inherit the About database and Using database documents from a new template?

Prohibit Design Refresh is checked on most of the shipping templates for the About and Using Db design elements. We had a lot of customer complaints that our templates were overwriting their changes.
If you created the database from one of the Notes templates, this may be your problem.
