Can anyone tell me … While doing replace design on a notes Database … We use a NTF file … what should be the access level for Default user to that NTF … so that the design will get properly replaced …

I disagree. The user would need DESIGNER access to the NSF they are updating but they will only require READER access to the NTF.
If you give them manager access to the template then that is too much… they would be able to edit it’s design! edit it’s ACL! and delete the template!
Our users don’t have manager access to ANY databases in our domain… because they simply don’t need it.
