Database Link - ACL Problem

I restored a mail file for one of our users to another location on our server. I would like to send him a database link to the file’s location, but we do not have ACL permissions to the restored file.

Can I create a database link without opening the file?

I don’t think you can create a db link without opening the file. However, you could send a URL in the form:

notes://servername/filename
