I am creating a page that requires certain people to have accounts and a budget for ordering stock.
Is there anyway I can go about this?

Ok, in full.
I am designing a page for ordering stock.
Each department will have a budget.
Each Budget will have a Budget Holder.
Under each budget Holder there will be 2 assigned users to use this aswell.
E.g.
Budget Holder: person A
User 1 : Person B
User 2 : Person C
Each budget will have a unique code (123456) and a password for each user;
Budget Holder : Password1
User 1 : Password2
User 2 : Password3
This would record who has ordered stock.
The reason for this is to stop other people unauthorised to order ordering.
