Create doc based on a date via script

HiPlease could someone advise me on how to achieve the following and if it is possible, I am not getting anywhere.

I have a database that stores meetings, once a meeting is complete, based on a date, I would like a new document to be created based on another form and mail the doclink to a user.

Is this possible.

Subject: Create doc based on a date via script

Scheduled agent. Have an agent run once a night, or once an hour, or however frequently you need to do it. Have the agent look up to a view of the meetings; if the meeting is marked complete then the agent will create a new document.

Thanks for the advice, do you have any basic code to start this…not too fast in script and canot use formula langauge for this.Many thanks.
