We have users that are starting Notes 8 for the first time on virtual machines and are getting a Create Cross Certificate message box when they attempt to launch our company home page database. Does anyone know why this would happen?

Whe you say first time I take it these are totaly new users. Not users that you are upgrading/first time using virtual machine?
Is the company home page on a server that is using a different ou / o that is not cross sertified?

Then they should have already had the cross cert in their local names.nsf. Is that being copied over?

Need to step back, sorry getting information secondhand…these are new users and so no, they should be new as they are first time setups. So the database is being built, not copied over.
So also taking the virtual machine out of the equation, this is happening for any new users on 8.5

The option to push down the cross certificates using policy wont work since the user will have alread gotten prompted to push down th e cross cerfificate already but it might be worth a try.
Confirm what cross certificicvate is getting pushed down (check the pnab to see what got pushed down). Is it because of access to the server or to the db. Maybe just signing the db with a id that users alread have a certificate to might do the trick.
