Configuring Notes/Domino using C++ API

I am trying to configure Notes/Domino settings using the C++ API in a Windows environment because my organization has a standardized configuration of Notes that we deploy to multiple different sites. Unfortunately I don’t have much experience with Notes, my knowledge is more in the area of Windows and I also have some experience with C++.

The first task that I am working on is setting the “List in Database Catalog” and “Show in ‘Open Database’ dialog” values for all databases. The program that I have written is able to configure these settings if the account that it is running as has been granted Manager access for the database in the ACL. However, if the account that is executing the operation is not listed in the ACL’s I receive an error “You are not authorized to perform that operation.”

This behavior makes sense to me but what I would like to do is figure out an account that will have access by default to configure these settings. I have tried running my program on the Domino server and it appears to me that it is executing as the local server. I used the Domino Administrator tool to view the “Effective access” for that account and it appears to be inheriting the necessary rights becauses it is a LocalDomainServer. However, unless I explicitly add the account to the list of ACL’s my program is not able to perform the required configuration tasks.

Any advice on how the ACL’s work in Domino or how I can work around this problem is appreciated. Currently our administrators configure these settings in the Domino Administrator tool using the Full Access Administration mode. I have not seen anything indicating that it is possible to run an API session in this mode. However, I am hopefully that if I run my program on the Domino server I should be able to run as an account that has the necessary permissions to configure the database.
