I want to have clustering between two partition servers running on one physical server machine for failover.
Is it possible or wise to do so?

Technically it is possible to cluster partitioned servers, but if you are clustering to improve system resillience or availability it is not a good idea. If your network/memory/cpu/power supply etc. goes wrong, you lose everything! Its fine for a testing or development setup, but no way would I use it in poduction.
