What is meant by the below statements?

The Conditions When Failover Will Not Occur in a Cluster

  1. A server crash or network outage occurs while a user has a database open.

  2. A user chooses File, Database, Properties, or File, Database, Open on a specific database on a distinct server in the cluster.
