Clock on Welcome Page

I have a user that has customized his Welcome page so there is a Clock present. His Computer time is correct but the clock on the Welcome page is 1 hour back as is not recogznizing DST. How do I set this time correctly

I tried to run the jitzu tool on the pc, but I couldn’t get the file to run. I guess I wasn’t sure where to point the runjtzuenv.bat file to make it work. Any ideas?
