My company wants to replace our laptops with desktops and have developers who work at home use Citrix to host developer as well as client applications. Is this possible or desirable from a developer point of view?

Yes, the Notes client is, but not the Designer or Admin client. So you would using both in non-supported ways
Subject: I wouldn’t recommend it
I don’t see why the Designer Client couldn’t be used as a published app on Citrix (in 8.0.2 or earlier relases) but I would hate to use it. I don’t know how well it would work, if at all, on 8.5.
While this may or may not be a selling point, you can always have local copies of your application templates and work on them anywhere without needing an internet connection where to do any work on Citrix you obviously need that connection.
