Can't open the ACL of an application in my local pc

I want to edit a code of a database in lotus notes designer so I create a new copy of this database in my local pc. but when I tried to open the database the error “You have insufficient access to perform this application” occurred so i tried to edit the ACL of this database. but when I tried to open the ACL a messagebox “You have insufficient privilage to Observe User Access for this database” will prompt. I am using a Notes Administrator account.

my problem is how can I edit the ACL of this database to give me an authorization to access it.

Hi,Check the ACL of the database in server with full access right.

If Enforce consistent ACL in adavcned ACL section is enabled & your name is not listed in the ACL of the database you can not use the local copy made out of that.

Create a new copy without the ACL or un-check that option then create a new copy of that database.
