Cannot Open chinese file name attachment on web

A user uploaded an chinese file-name attachment. Some of the users can open but some cannot. It shows "Error 404

HTTP Web Server: Item Not Found Exception"

I really don’t know what happened.

Users are both using windows XP.

Please help. Thanks!
