Cannot find any Widget Creation Wizards

I have Notes 9.0.1FP2 SHF202 installed, and I cannot see anyway to launch a Widget Creation wizard

I am testing out the OpenSocial capability, I have successful run the Unit Test Gadget and now I am trying to test out the embedded experience functionality.
I am at the point where I need to create a widget to enable the url for embedded experience.

I cannot see anyway to launch the widget creation wizard. I have done a live text widget previously on another installation of notes, I can’t see any preferences that would enable/disable this functionality on my current installation of notes.

In my Preferences Widget section ‘Show Widget Toolbar and the My Widgets Panel’ is selected.

If I go to tools → widgets , all I see is the ‘Install this widget…’ option

If I open a webpage in the embedded browser, I do not see any widget related buttons in the toolbar ‘Show toolbars on when editing’ is deselected

Is there a notes.ini setting or something in a policy that would prevent the widget toolbar from showing?

Thanks a lot Doug, I changed that policy setting to ‘disable’ and ‘enforce’ and then I could see the Widget Toolbar

Please check the ‘Restrict the addition of widgets to specific types’ setting in your Widget policies. If a user should be allowed to create widgets, this policy setting should be set to ‘Disabled’.
