Cannot create archive criteria

We have some users who are unable to create a new archive criteria (the create button is greyed out). The setting is as follows1. We did not set any archive policy on the server

  1. Users have Editor Access with delete doc priviledge and create personal / shared folder / view priviledge to their mail file

  2. They are correctly listed on the This Mail File Belong to field on the Tools - Preference of their mail database

Any idea what caused this ?
