Can who can do view refreshed be controlled?

I want to limit who can do view refresh, when I open the database to few users, only one person can do view refreshed, so that it will not slow down the server/ database, should another one open the database after few minutes, than choose to refresh the view?

Also, although it may seem like a good idea, if you think through all the implications of document changes and how the indexer works, this wouldn’t be a good thing.
