Updall can remove deltion stubs. Can Updall bring deletions back?

No – the deletion stub is all that’s left of the document. If you have a replica in which the deletions have not yet occurred, though, you could remove the deletion stubs in the “bad” replica, then replicate – the documents whose deletion stubs have been removed will then replicate into the database.
