It’s easy enough to turn on the ruler in a new memo, but is it possible to have it on all the time, similar to having the Spell Check run on all emails rather than when you invoke it? Thanks.

I don’t know of a preference to keep it turned on.
However, I do know that if you save an email as draft or stationery, it stays turned on when you next open that.
So, one idea for end-users would be to create a stationery and use that for all new emails where they want the ruler to show.
If you get someone with designer client involved, they could find what field value gets set on those emails where the ruler shows, and set that in the mail template for you.
