Can not find menu "File > Preferences > User Preferences."

the default icons are too small, I want to change the icon size of Bookmark bar, but I can not find “User Preferences” menu item after I upgrade it to new version 8.0.2(I can find it in 5.0.x, 6.5.x, 7.0.x, etc.), I still can not find it in another fresh installation, though it is said clear in help DB:

You can change the size of the icons on the Bookmark bar and within bookmark folders. You can also specify whether to show icons at all in bookmark folders.

  1. Click File > Preferences > User Preferences.

Macintosh OS X users: Click Lotus Notes > Preferences > User Preferences.

Name might be slightly different, my client is in German here.
