Can Anchors do this?

I have a large Word document that I pasted onto a page. The director here would like a navigator in a different frame to automatically move the document to the correct position so people don’t have to scroll.

Can anchors do this? If not, what can and how do you do it?

Yes, anchors can do that. They are harder tro work with in Notes than they should be, but still I have created several databases which use this approach.
