I have sent a calender schedule to 2 oversea users with same version of Lotus clients and same templates. One of them’s time will change to DST time but the other one cannot. Please help, thanks.

Not sure I full understand what you mean.
Most people have their notes set-up to use the Computers regional setting, but rather than assume that is true check their connection document first: File > Mobile > Edit Current Location and go to the Advance tab. Then on the Basic tab within the advance tab it will indicate if Notes is configure to use the OS Time Zone settings or if they are configured for Lotus Notes.
If they are using Notes - is everything set-up correctly? (Do they observe DST?)
If they are using the OS Time Zone settings, then go to the computer’s OS settings and confirm everything is set-up correctly there. For Windows this is located in the Control panel - again make sure they have the right time zone, are they observing DST?
