Calendar Footer shows for the week from 4th til 10th of January week 2, but it should be week 1.Can I fix this by myself or has Lotus to fix it?

Subject: change to always iso
Check Preferences - Calendar - Regional Settings and ensure you have selected “always use iso standard”.
With that there should be a week 53 for 2009 and you are fine.

Maybe there is a notes.ini entry for that wich could be changed/distributed via policy
Subject: WeekFooterNo=2
Use policy to enforce the notes.ini setting. It is located under Desktop - Custom Settings - Notes.ini.
Set the item to FooterWeekNo and the value to 2, choose Enforce.
