Of course it is possible for every user to have their own blog. The easiest solution is to create a blog database (from the template provided in 7.0.2) for every user.
The URL can be created the way you like.
In this case you only need an internet site document for intranet.company.com (which you probably already have?)
In this case you need an internet site document for intranet.company.com and redirection rules to the actual nsf per blog
In this case you need an internet site document for every blog and you will need a dns entry for every blog as well.
These are the first three options that popped into my mind. You can have a centralized list on your intranet as well of course. But I think you should maintain that list manually or maybe create a script to populate that page. Don’t know if such a script/page already exists.

Thanks for the help. But I need more help. How do I create a blog database from the template for every user. And how do I create that intranet.company.com/blogs/blogjane.nsf path??
I tried doing that but I was not able to get the site url working. How do I create that path and blogjane.nsf database ??
Could you please help me with detailed steps, as I am new to Domino…

You might consider having a master “Roll-up” blog that consolidates all of the blog entries for indexing and contains a blog roll of all the blogs.
Also make sure your organization does not have any document retention requirements that may apply to blog entries.
