is it possibel to block groups from using particualr mail lists such as all staff (or a derivative of this) within the Domino Directory?

No, but there is a workaround.The idea is to create a Directory Assistance (formerly aka “cascaded NAB”) containing your “All Staff” group, and restrict its access only to the employees you wish.
