When creating an email message, the “To:” field has an auto complete feature, is there anyway to turn it off or have selected addresses that don’t autocomplete?

This may be a little difficult, since the “autocomplete” facility is a parameter associated with a “Names”-type field (i.e. SendTo. Well, more specifically, the “EnterSendTo” field on the Memo form). On the second tab of the field properties: “Look up names as each character is entered”.
I suppose you could modify the design of the Memo form, but that would either be an isolated design change (performing the modification in your own mailfile and restricting design updates when refreshed/replaced), or would be for all of your users (making the modification in the template). That also doesn’t consider your second request - Reserving this feature for only a subset of users. I don’t believe that is possible.

Yes you can easily turn this off. In your location document go to the Mail tab and disable the option ‘Recipient name type ahead’.However, you may want to look at the option underneath that (Activate recipient name type ahead) and change it to ‘delimiter’. This may achieve what you want but also keep this useful feature enabled.
