I have been given 2 hot fixes for Domino 8.5. Does the later Hot Fix include the fixes for the earlier versions?

When you request a hotfix from support you normally give the previous release information.
If you specified that you were using the previous hotfix then it should be bundled into the latest one you have.
You should be able to confirm this with support through a PMR.
