I just wanted to post this, because it took me forever to figure out and I thought it might save someone a few hours. I had a user that was getting the error “Notes Error: File cannot be created” when he was trying to archive. It turned out being something in the names.nsf. Something was either messed up or corrupt. Needless to say, to get rid of this error, you will have rename your old names.nsf to something, create a new one to the same location, then open them both and manually copy all the contacts back in.
