Can an automatic process be created using Notes/Domino for certain users or all users which would require someone to view and approve any external e-mail messages before they were sent out?
If possible, would this be difficult to create?

Yes this can be done. How difficult is it? Depends on the limitations. Does it have to be though one domino server? That could be more difficult. If I were to do it I would have 2 domino servers. One server(called ServerA) will send and receive the email to the internet. No users would be attached to this box. The other server (ServerB) will have the mail users connected. An External Domain document will then serve to the “clearing house” (external Domain document calls this a gateway mail file). Be sure to have this gateway mail file on the ServerB. ServerB will collect these external emails but not send them. Then you can have a process within the gateway file to send the email out via the mail.box.
