Alt tags not working

I have a frameset and one of the frames contains a page with images on. Each image has an alt tag. When you mouse over the image the alt tags appear EXCEPT when one of the other frames contains two servlets. Has anyone come across this before or know what I can do to fix it?

Subject: alt tags not working

Servlets or applets? The same thing happens with Flash, by the way – it seems to grab all non-click mouse activity for its own use.
