All Day Event: start- and endtime

How can we change the default values of starttime and endtime (starttime = 4:00/endtime = 20:00) of an all day event?

Is this an ini-setting ?

I believe this comes from your Calendar preferences. You have your daily start time set to 4:00 and your daily end time set to 20:00. To change this, click Tools in the action bar and select Preferences, then go to the Calendar & To Do tab and select Scheduling.
