That can be a million reasons. No one will be able to help You unless You supply more information…
Have You look into the log.nsf to see if the server supplies any errors when the agent is supposed to start?
Is the server clock correctly set?
Is the agent enabled in the PRODUCTION database (not only the NTF)?
Have You implemented any kind of errorhandling/logging in Your agent? I would suggest at least log the start of each agent to see if the agent really starts or isn’t running.
