Agent behaving badly

I have created an agent with a simple Send Mail action to notify persons in an email address list when any document in the database has been modified. It is a shared agent, runtime = On Schedule, Target = all new & modified docs. I have a document selection condition By Date where date modified is after May 2004, set when I created the agent to only notify people about changed documents from that point forward.

Problem: whenever I make any change to the list of email addresses in the Edit Action dialog, everyone on the list receives 30-50 email messages about changes made to documents years ago.

What setting is triggering this blizzard of email? Is it the document selection condition, which might now be obsolete?

Try emailing to a mail group and then add/delete the users from that group as I think that when you use edit action on a database it updates all documents in the database.
