Is there an ADSync for windows7?

Two PMRs and still no working ADSync for Windows (using Notes 8.5.1). Both PMR offered changing registry permissions that did allow the nadsync.dll to successfully register, but still it does not show up in the Windows mmc, but it does pop up and barkl at me when I make changes to a user.
