"Add Header to Form" Property not enabled

I am trying to create a Header for a new Form. When I go to the Header tab of Form properties, the “Add Header to Form” Checkbox is grayed out and unavailable.

Can someone tell me why this is and how to enable it?

Subject: “Add Header to Form” Property not enabled.

I found an answer from IBM Support:

The ‘Add Header to Form’ checkbox will be unavailable if the cursor is on the last line of the form. If you place the cursor on any line above the last line, the problem will not occur. Values entered into the Size and Border options while ‘Add Header to Form’ is grayed out will not take effect.
