I have reinstalled my server and the server name changed.
I cannot access my old db. I cannot modify acl because i have “insufficient privilege to observe User Access for these databases”
It’s very urgent to fix that problem.

Take a copy of the database directory from the Domino Server filesystem. Open it LOCALLY with the Notes client and change the ACL.
If you have the enforce ACL option turned on then you need to search the Net for the trick to disable it with a Hex Editor.

Ok… The local copy is done but the system tell me: “The databse is not fully initialised yet… you need to do a replicate” I try to replicate with no success.

How di you copy? Via notes?
You must copy the file in the file system of XP.
… but Tom’s way = use full administrator is much easier - why didn’t you change it that way?

use the full administrator field in the server document to fix that problem (of course, you need to be able to access the names.nsf … can you ?)
Put your name there, and you can manage all acl’s of the db’s on your server.
